An Ordinance of the County of Allegheny, Commonwealth of Pennsylvania, authorizing the acceptance of the donation of two horses for adoption by the County for use in the Allegheny County Police’s Mounted Unit.

WHEREAS, Lisa and Mark Grosz offered to donate a 5-year-old Percheron gelding named Blue to the Allegheny County Police for its Mounted Unit; and
WHEREAS, during a 90-day trial period the Allegheny County Police have assessed Blue’s health, physical capabilities, and overall fitness for duty and found him to exhibit no behaviors that would preclude him from succeeding in the Mounted Unit; and
WHEREAS, Blue completed a 3-day Advanced Police Mount Training Seminar in Cape May, NJ; and
WHEREAS, Cannon Hill Veterinary Clinic examined Blue and determined that he was in good health with no physical concerns or underlying health conditions; and
WHEREAS, In July, 2022, the City of Pittsburgh Police Department donated an 18-year-old horse named Cappy, also a Percheron gelding with the appropriate size and temperament for the Mounted Unit, and Cappy has proven his ability to be deployed in all aspects of mounted police patrol, and
WHEREAS, Cappy should be deployable with the Mounted Unit for five more years, barring any unforeseen health issues or injuries, and
WHEREAS, The County Police wish to utilize these horses as part of its Mounted Unit; and
WHEREAS, Article IV, Section 2, Subsection j of the County’s Home Rule Charter requires that the Allegheny County Council approve an ordinance authorizing the acceptance of gifts or donations of real and personal property on behalf of the County; and
WHEREAS, Allegheny County Council is of the considered opinion that the acceptance of the donation of these horses from Lisa and Mark Grosz and the Pittsburgh Police Department for adoption is in the best interest of the County.
The Council of the County of Allegheny hereby enacts as follows:
