Motion of the Council of Allegheny County pulling Bill No. 13690-25, An Ordinance of the County of Allegheny, Commonwealth of Pennsylvania, authorizing Steel Rivers Council of Governments (“SRCOG”) to continue to use real property in the County’s Round Hill Park as a law enforcement training facility, from committee for an immediate and final vote.

WHEREAS, Bill No. 13690-25 (attached to this Motion) was introduced and referred to the Committee on Parks at Council’s October 21, 2025 Regular Meeting; and
WHEREAS, as of the date of introduction of this Motion, Bill No. 13690-25 has not yet been recommended to full Council for a final vote 56 days after its introduction; and
WHEREAS, the Rules of Allegheny County Council, Article IV, Section B, allow for bills to be pulled from committee by the vote of a supermajority (10) of the seated Members of Council if such motion is made more than sixty (60) days from the date of the first reading of the bill; and
WHEREAS, all bills remaining in committee at the conclusion of 2025 will expire; and
WHEREAS, because the ordinance in question involves a benefit to public safety at negligible cost to the County, it is the judgment of Council that pulling the bill from committee for a final vote before it expires is preferable to re-introduction of the bill and re-initiation of the committee process in January of 2026.
NOW THEREFORE, IT IS MOVED, BY THE COUNCIL OF ALLEGHENY COUNTY,
That this Council hereby pulls Bill No. 13690-25 from the Committee on Parks, and authorizes an immediate final vote on the bill.
