An Ordinance of the County of Allegheny, Commonwealth of Pennsylvania, renaming a trail within Boyce Park, currently designated as the “outer trail,” to become “The Rainforest Trail.”

Whereas, the County’s Boyce Park contains a number of trails that are enjoyed for their natural beauty by thousands of park visitors each year, and are also used for hiking and other exercise, training by local high school cross country teams, and others who enjoy mountain biking, gravel biking, horseback riding, and trail running; and
Whereas, the “outer trail” is a gravel road that runs around the eastern edge of Boyce Park, winding from the Log Cabin to Silver Beaver Shelter; and
Whereas, the outer trail is partially paved in some places and serves as an easy bail out from many of the trails it runs between, as there are several connectors from the Blue Blaze Black Dot and Blue Blaze Yellow Dot trails; and
Whereas, the outer trail’s smooth, wide gravel surface renders it an excellent choice for a wide range of activities in all weather conditions; and
Whereas, the level of difficulty of the outer trail is generally regarded as “easy,” which allows it to serve as a perfect gateway or connector path to the park's more challenging single-track networks; and
Whereas, it is the judgment of Council that referencing this trail simply as the “outer trail” is insufficiently evocative of the trail’s suitability for varied uses by visitors to Boyce Park; and
Whereas, it is accordingly the desire of Council to rename the “outer trail”; and
The Council of the County of Allegheny hereby enacts as follows:
SECTION 1. Incorporation of the Preamble.
The provisions set forth in the Preamble to this Ordinance are incorporated by reference in their entirety herein.
SECTION 2. Trail Naming.
The trail within Boyce Park as described herein and currently referred to as the “outer trail” shall henceforth be named “The Rainforest Trail.”
SECTION 3. Efective Date.
The provisions of this Ordinance shall be deemed effective immediately upon final approval. The Parks Department and County Manager are hereby authorized to take any action(s) necessary to effectuate the intent of this Ordinance, including but not limited to the preparation of new maps and signage reflecting the name change.
SECTION 4. Severability.
If any provision of this Ordinance shall be determined to be unlawful, invalid, void or unenforceable, then that provision shall be considered severable from the remaining provisions of this Ordinance, which shall be in full force and effect.
SECTION 5. Repealer.
Any Resolution or Ordinance or part thereof conflicting with the provisions of this Ordinance is hereby repealed so far as the same affects this Ordinance.
